Data Environment and Data parameters

In my data environment I have created a DECommand. When I right click on the command and choose properties I then i have different Tabs. I then created a sql Statement using SQL Builder. I then want to add a parameter to the SQL statement using the parameters Tab. How can I prompt the user to enter a parameter or use a value from a form.
