Depends in what way "Download". Do you mean by ftp or by other means? There is a program called Download Excellerator.. Which is good though I don't know if it will do what you are after!

Then, I'm not sure what your talking about. If you are asking about methods of downloading the web pages to be displayed in a browser, you don't have many options: HTTP and HTTP

what I mean is Im downloading web pages for viewing and reserch and its much quicker to save them all that may be of interest then I can read them at my liesure so what I need to do is download a list of urls in a text file to my local drive for later viewing

You still only have one option. You have to use the HTTP protocol because that is the only one that web sites are going to allow you to access their content with. You will not be able to FTP a web site. (At least not most of them.. maybe a few out there that are poorly set up that allow this..)
