Runtime error 713: Application-defined or object-defined error

I have a application developed in VB6 and MSAccess and flash 5.0 in windows xp sp3 environment. It contains several reports created using Data Reports. Setup was created created through package deployment tool.

The application run properly on other system having xp.

Whenever I install this application in windows 7 i recieved the error "Runtime error 713: Application-defined or object-defined error".

All the files mentioned in the above link has been added but still after installation the program could not be executed with the error runtime 713 Application-defined or object-defined error.

well a file MDAC_TYP.EXE was missing.
Now this error found during installation after making a new setup package and it stops the installation.
"Visual basic 6.0 setup toolkit has stopped working."
