Don't do anything, just wait.
Media-people trying to find something to report on (in TV, newspaper, web ...), having no idea on their own, what are they doing?
The same as you did in school, look what your neighbor has.
And if they report on it, there will be people trying to sell "Halloween" stuff, making ads in the media, thus more "reports" on the topic
do you see the pattern?
So just sit and wait, it will come anyway.

You could start your own by roaming in small groups and putting on a little skit, singing them a song, juggling, stand-up comedy, etc.
Sometimes I think if I won a lottery or came into a lot of money somehow I might wear a suit and top hat and go door to door handing out cash from a bag with a big $ on it just to see the reaction before somebody called the cops.

We've had Hallowe'en here for years. After all, it started as a tradition in Scotland (called "guising") in the 19th Century.

Where I live, they postponed Halloween until Friday, since no one in the area has any power right now.

I had two sets of treat or treaters that came to my door. A total of something like 7 or 8 in all. I gave them almonds.
Where I live we have a pretty good number of power outages per year but they usually last a short time. It's often less than a minute and if not usually less than 10 minutes. In the 13 years I've lived here I don't think I've ever gone 12 hours without power. Every once in a while it goes more than an hour but they're pretty good about getting the power back quickly. Haven't had any hurricanes here but we did have a tornado tear up some power line poles back in '99. California doesn't get too many tornados but every once in a while it happens.
 Make as many mistakes as you can as quickly as you can. We want to make sure that we make a great enough number of mistakes in a given amount of time so that we can be successful.

I am in CT. Several towns postponed it until Saturday. We were able to go out in my town on Monday because a large neighborhood had electricity. They are the lucky ones. We still don't, and probably won't until Sunday. Going out for Halloween has been the only semblance of normalcy since last Saturday when I was loading the dishwasher and poof - we lost power.
I stopped by (on my way to ASP.NET) to see if anyone had posted about the Nor'easter the Northeast of the USA had, to see who I might commiserate with... I guess a few small states in the US don't matter that much, unless you are one of them. And it's not like it was an earthquake or anything. It's just a bit much, on top of the hurricane two months ago, but we were lucky then and were only out less than 12 hours.
