Good OCR/ICR Development Toolkit

Is there anyone that can recommend a good OCR/ICR Development Toolkit to implement with a VB application? It would need an OCR engine that is capable of learning (even if the learning process is manual). I have checked out demo versions of software from Pegasus SmartScan and ReadIRIS, which both seem decent, but that is just the software, not the development package. Any imput is welcomed. Thanks:)

But I don't know if it has capability to use your scanner
