ASP.NET and PayPal

Hi,

I have a site that I want to use PayPal with. My ultimate goal, and I don't know of this is even possible since I haven't been able to find anything in PP's documentation, is to gather user's PayPal info and when one users pays another, tap into that data and insert and amount and pay one user from another. In less complicated terms, I want User A to be able to pay User B amount X through my site using PayPal API. Anyone know how to do this or to get something close?
