anyone else seen random Korean characters in file paths?

I have win7 professional-32 on two computers and one laptop, and i have double-checked the regional and keyboard settings as well as windows live settings. When i create a new document (in this example: Paint) i choose save--as, i get the following: Every time. And sometimes if a file exists, i get japanese on that window telling of a file conflict.

    What's GOING ON?!?

Not sure what may be causing it, but the language you're looking for is Korean, not Japanese. You may have better luck searching with that.

Microsoft simply wants you to learn Korean
