Google's giving out chrome notebooks
to folks in the US.
You have to qualify by filling in a survey, but if you're interested, here's the link.

Yes and you can't get to the survey using IE8. Says you need a modern browser like Chrome.

That's just crap. Like a lot of apple services requiring you to access through Safari. Everyone's pushing their own junk on you.

Regarding the installation of your own OS... it would certainly be within Google's deviousness bracket to install a firmware hack (pre bootloader) that scans the partition table of the HDD and refuse to boot if it detects something other than Chrome OS on there.
Circumventing such a thing would take more ingenuity than the average netbook user would possess. However it is (as you implied) unlikely that such a provision would be present on the netbooks.
Who knows though?

I didn't take the 'quiz'. Beware and ensure the page you go to to provide personal info is secure and a valid URL. Been a rash of hacks/viruses on facebook that follow similar a scenario.... Take quiz, ask for personal info, personal info used for spamming or worse

Or they could just use a bit of Javascript to find the OS from the browser's userstring, and reject it if it does not match Chromium OS's userstring...

You should see Google Chrome Web Store. Essentially it is a glorified place to get glorified bookmarks. Only now you can buy some of these bookmarks/services directly.
Seriously, what happened to just using Google for alternatives?... Oh wait...
