Proventing Control Panel & Display Properties From Opening

How do I Provent Control Panel & Display Properties from opening? I'll use anything to provent this...
Even closing the window right when it opens. I've been stuck on this for awhile...

Use restrictions!!
I have just programmed a program called WinRestrict, but it is in danish....(i will soon translate, but i have lost my VB5.)
But anyway, i have a Module and some code to this, wich i also used in WinRestrict.
