HEELLPP!!

I am trying to get my VB appicaltion to access and access .mdb database that has been password protected. I keep getting an error saying "Can't find installed ISAM, 3071". Here is the code I am using:
' Setup the database
Set wrkSpcDatDel = DBEngine.CreateWorkspace("wrkSpcDatDel", "Admin", "", dbUseJet)

' Open the database
Set db = wrkSpcDatDel.OpenDatabase(strRdbms, False, False, strRdbmsPwd)

Does anyone know how to fix this or what the heck am I doing wrong?

I even went so far as to remove VB6.0 and then reinstall it in the event the the files or the registry got mucked up.
