Is there any way to put something in an HTML document that will disable all scripts on the rest of the page?

You can use the <noscript> tag.

The <noscript> tag used used for people whos browsers cannot support scrips. I want A SCRIPT or A BIT OF HTML that will disable ALL scrips on a webpage... The <noscript> tag wont do anything.

Well...Maybe if you explained a bit more what you are trying to do, and what kind of scripts you are trying to disable, people could help you more.
Anyway, ask a stupid question, get a stupid answer!

anyway.
if you want to disable all scripts on a webpage the way to do it is to do it in the browser...
and if this is to get rid of a tripod banner, stop being cheap and pay for hosting. its not much.
