how to use ActiveX controls in vb 2008

i have recently download an activex called tapiex activex control. i don't know how to use the activex. could anyone help me on how to use the activex control? i only need a little hint. a simple example would be good too.

no i didn't registered the activex control. that's why i post my question here. the developers do not respond for non registered users.
