Do you have an Installer for your App that copies and register required files? If not, you should have one. If for some reason you want to do it manually, from CMD, it would be Regsvr32 C:\WINDOWS\system32\comdlg32.ocx.

ok thank you my friend my problem solved
i just saved to bat file and runed that as admin and problem solved
this was windows 7 and security of this windows is killing me
