Please help with the ICQ API !!

I downloaded the ICQAPI at www.icq.com, but there is just one .DLL file "ICQMAPI.DLL" and a bunch of C++ Header Files, can someone tell me how to use this in VB ?
Or, do anyone have the ICQAPI rewritten in VB ??
