    Microangelo is the best icon editor I have come across. It's easy to use and intuitive. It's not free as such (shareware) but provided you can put up with the nag screen, it's the best you're ganna get!

    The nag screen is mearly I Agree, Quit, Register buttons. No time limit.

    Oh, but Axialis AX-Icons 4.5 is also a very fun and easy program with a photoshop like interface. I really like it.
