    Question

    I have got the source code of a program that uses DirectX7 to draw Graphic.
    I have tried to understand how to use that engine,
    but I couldn't figure out what commands I need to do initialize, draw, paint, draw 3d, and so on.

    It's really far too complicated to explain everything in one post. Fox has some demos on DX I think, www.foxmcloud.com

    If you really want to learn it, I recommend you get a book on graphics programming.
