There have been a few times when I felt that certain posts really needed to be moved, such as the one Brad posted in Forum Feedback about the PDC. Clearly he got lost on his way to General Developer. The post isn't bad in the sense that it should be deleted, but it IS bad in the sense that it is obviously in the wrong place. If the Report Bad Post just alerts a mod to take a look at the post, then it could be used to alert somebody that a moderate action needs to be moderator applied. If the alert is nastier than that, then it shouldn't be used just to bring moderator attention to a misplaced post.
So is it wrong to use that button to bring moderator attention to a post that is incorrectly placed?

Incorrect thread posting is an appropriate use of the Report Bad post. In this case however seeing as though Brad is the boss...:)

The "report post" isn't nasty as such, it just sends your message via email to the moderator(s) of that forum, and a copy is viewable by all other moderators & admins.
Feel free to use it whenever you think a moderator/admin should look at a post/thread - whether that is in terms of inappropriate posts, moving the thread, etc.
You can PM one of us instead if you prefer, but the "Report Post" has a similar effect with the bonus that other mod's & admin's can read it too (and thus is likely to get a faster response).

90% of the time I use it... is for misplaced/lost posts, or duplicate posts... very rarely have I ever had to report an actual "bad" posting ... And I'll probably use it thusly until some one tells me to knock it off.

Sent me a PM? If you a believe the thread belongs somewhere else, suggest it or have a mod move it. I put it in feedback because that is where I do 90% of my public posts ;) :). Call it habit. A mod should feel free to move it or make your suggestions.
As stated - report a post is not positive or negative. We get lots of request to move posts via the feature. It is simply a communication feature that includes a link to a specific post.

The tooltip states "Report a bad post". This led me to wonder what you defined as 'bad'. The thread in question was deserving a better placement than in Forum Feedback, which seems like a backwater for us malcontents and seekers pondering some existential question about our forum lives.

Sometimes it feels like i use the "report bad post" button so much that I get embarrased. :blush:

We're glad that you and others use it, as it means we can easily find the things we need to act on in some way (usually moving the thread to the correct forum).
While we don't always explicitly thank people for doing it (especially those who report regularly), we are grateful. :)
