Scrollbars in a MSHFlexgrid

How can I get the vertical scrollbars to always appear. Because right now they only appear when the MSHFlexgrid contains more rows than it can display in the window and I want them to appear all the time, like when you have a textbox and you add vertical scrollbars to it, they are always there, just not active until there is something to scroll. Any idea how I can do this?
