i use notepad++ with wamp server and it works well :)
but for php u can use even the notepad or wordpad...
i'm writing my own pad so i'll use my own when it's finished...

"Best" is subjective of course, but what little PHP coding I do is done in PSPad. http://www.pspad.com/
