A Web based email???
Good day,
i want to know what it requires to run a web based email service like yahoo, hotmail and the likes...

An SMTP server, an API to talk to the SMTP server, and knowledge of a web based server side platform technology such as PHP, CGI or ASP.NET

ok, just what kind of SMTP server(any recommendation)?
why i ask is this, i learnt that if your domain sends more than 25 email daily, then your website will be considered as spam(so i learnt).
what is the way out?

Excuse me? where have you heard such a ludicrous statement? I have quite a few domain names that I own and tend to use the email facility provide with them as I can use my phone to access them. I also send many more than 25 emails a day. Do Spam systems not work on a weighted system by which the content is analyzed?

My guess is that modpluz is using an ISP's SMTP server to send out emails, and they probably have this restriction in place, obviously, to stop spammers.
You probably want to go for a hosting service, a dedicated SMTP host or install IIS SMTP Server.

Google offers a pretty nice service where you can setup a domain name and point your MX records to their servers and then you can log in to an account which looks like a gmail account. It is actually really nice, I am using it for one of my domains:
