I think you can use RegGetValue and RegSetValue to read/write settings in Win registry.

You could do that for your LAN, but if you do that to your internet connection ip ( i dont even think it will allow you to ) it should mess up your connection good.
If you are on a network like at a school or workplace, their is a good chance that the server uses dhcp. if it dose, then your ip is static, and automaticaly assigned to your computer, by the server, and the server will record your MAC address, and remember what ip, is used on the MAC address. It shouldent let you access the network if the MAC and IP dont match the servers records :/
