Will apps generated in VS 2008 be able to run on a Windows 2000 platform?

Yes, as they are still dependant upon the .NET Framework. If you use 2008 and target 2.0 framework then you can install 2.0 on 2000. If you target 3.5 then you install or package 3.5 etc.

Apps created in VB6 can, so I'm pretty certain that apps created in any version of .NET would be able to.

The .NET 3.5 framework is not supported on Windows 2000. It may work, but officially, MS says there isn't any support for it. You will need to target the 2.0 framework from VS 2008.

I just checked and the list I got was:

Supported Operating Systems: Windows Server 2003; Windows Server 2008; Windows Vista; Windows XP

What a great time to switch to one of the 2nd best operating systems ever made: Windows 2003. :D
