Food aid being cut back due to high prices.

I think this is caused by a combination of inflation (Bernake interest rate cuts, excessive borrowing), and the growing popularity of turning food into ethanol.
Really what's the cure to this? Stop cutting interests rates, let the market crash (it will anyway), and at least save the value and stability of the dollar, which is the central pillar of American economy.

Isn't there some condition on US aid that 70% or so must be spent on goods made in the US? I'll have a look for a link. Don't get me wrong, any aid is good, but if they were to buy the food elsewhere, they would be able to maintain aid levels and maybe save a bundle on transport costs?
