Can I create a Discussion forums like VB Forums (http://www.Vbforums.com):D on PHP?
Can you explain the method?

You need a database, web server with the PHP interpreter installed. It is no easy task so you need to know your PHP very well. If you want a free forum solution have a look at PHPBB
