    Between build and publish?

    Build just refers to refreshing the assembly by including any new info that has changed.
    Publish would refer to some form of deploying a finished application. And if I'm not mistaken Publish specifically refers to using Click Once.

    The changes that have consider under the build and the when the changes have been tested OK then they are realeased.
