The Korean Hostage situation
Why not use the Taliban's tactics against it? For every Korean hostage that is killed, execute 2 Taliban prisoners that the group is trying to get released.
It might go against the spirit of due process and democracy, but Afghanistan is in crisis mode. It would be the decision I would make.

That threat seemed to work for Kor, the self proclaimed military governor of Organia in the Star Trek episode "Errand of Mercy".

The Korean hostage crisis is going to end when one of the hostage's girlfriend bursts into the holding area and throws her baby against a wall so that the terrorists are momentarily distracted, and the husband then bites his hand off and manages to run with her, but she dies in the gunfire and he escapes and lives the rest of his life in solitude.
If anyone here watches Korean 'dramas' then you will find that funny. If you do not watch Korean 'dramas' then you are culturally ignorant, shame on you.
