Polling current hotkey assignments

I've managed to assign hotkeys to my VB app using the WinAPI, but I was wondering how you go about polling Windows for any current hotkey assignments before assigning your app's hotkeys so that you don't overwrite any existing settings or possibly even hang the system?

Any insight would be greatly appreciated.
