open file

is there a way of opening a file in vb
i want to open the file P:\Tracker\EPCS\EPCS_Tracker_app.mde
which is a access 97 file.
is there a way???
i want it so that if access is not open it would open access as well and open the PCS_Tracker_app.mde database.
