I want to create a chat inside LAN that uses VPN - Will normal tcp/ip chat works :confused:

depends how your vpn is setup. when you connect to a vpn you can select to use your remote client ISP or the intranet ISP that you just connected to. if the intranet does not have a gateway to the internet chat will not work. There are other things at play to like proxy servers extra. ever situation will be different, there isn't a blanket answer.
