    Web site design help

I'm trying to start a web site and I need help with the coding. He is a basic rundown of how I would like things to work. I don't know if what I want is possible but here's to hoping. People will goto the site and enter their ID and gender. Their ID and gender will be stored in a database that will be retrieved as needed in a random fashion. Once people have done the first step they will select whether they want to add male, female or both and how many they want to add. Once this is done the number of people selected will be randomly grabbed from the database and gone through one by one. For each of the randomly selected IDs an inline frame will navigate to a site and look for six possible situations. Two will result in the current ID being deleted from the database, one will result in a form being submitted within the frame, two will result in skipping the current id and the last will halt until the web user takes action. Once one of those conditions has been satisfied the site will move on to the next ID on the list until the number of selected people has been gone trough. If any condition other than the halt for user input or submit form is reached a substitute id will need to be retrieved to make up for the passed up or deleted ID. I'm new to all of this and I know this is a lot to ask but I'm desperate for help. If this were Visual Basic I could handle it but I can't expect people to download a program just for this functionality. Can someone or everyone please help me. If you can help reply to this post or PM me please.
