Where could one get a free Windows Installer MSI file creator?

It's probably too late for you, but this might be useful for others... There is also the Visual Studio installer: http://msdn2.microsoft.com/en-us/vstudio/aa718352.aspx

From what I understand MS is supposed to be up to Version 3.1 on XP and 4.0 for Vista. I could only find the one for Vista for VSI.
