When a record comes into a Crystal Report...what is the order of execution, ie; what sections/formulas are checked first?

Sections are simply printed in top->bottom order.
Formulas are different, it depends on the contents of the Formula and which section it is placed. To get an understanding see the Evaluation Time Functions topic in the help file.
There is also a Help Topic called Report Processing Model, that explains how Crystal determines the order in which data is accessed and manipulated.

I'm running VB.Net 2005 which comes with CR 10 but I can't find any help files for CR. Do I need to download them or what?

Apparently, there is nothing there to download. I tried D/L "Crystal Reports 10 Developers Runtime Help" and "Crystal Reports 10 Developers Help" and neither one was available.
