StrechBlt distorts the picture on reducing or enlarging the size whereas PaintPicture doesnot. Can somebody recommend any other Api in place of StrechBlt(for enlarging or reducing picture sizes).

You can use the SetStretchBltMode() API.
Use HALFTONE for shrinking the pic and DELETESCANS to enlarging it.
