Problem in CAB file

Hi all,
I have a CAB file using PDW and i have deployed it in a server >the CAB file contain a OCX file and INF.When i call the HTML page from a client machine the problem is the CAB file is not downloading it shows the CAB file is from unknown publisher what is this due to .I need to automatically download the CAB file and register it in Client Machine through a HTML page.

Can anyone help me regarding this.

Starting with XPSP2, it appears that ActiveX controls will no longer be downloaded through a web page unless they've been signed with Authenticode: "You will need to apply for and receive either an Individual or Commercial Software Publisher certificate from a Certificate Authority (CA) that supports Authenticode™ technology.
