can't find library for windows media encoder

I am tring to write a program that will automatically start the Windows Media Encoder. In the sample I have it says to "Dim Encoder As WMEncoder" - but comes up with error every time - I try to reference the windows media encoder library and there isn't one. I got the sample code from microsoft. can anyone help?
