I am not sure (never worked on Telnet), I found this on a site (Link 2)
You can get access to a great deal of information and services through telnet, but you cannot transfer files. To transfer files, use the File Transfer Protocol (FTP).

But check following links if they help you:

Telnet is a terminal protocol - it has no provision for file transfer. Use FTP for transferring files.

To answer your exact question, "how can I download through telnet?", the answer is "you can't".
