Dynamic addition of controls with scrollbar

I have rows containinig textbox, checkbox and combobox
What I want is on pressing "Add Rows", rows get added and a vertical scrollbar comes
I saw this implementation using two picturebox, inner and outer
I am not able to get it here
Can anyone help?
