Outlook .dbx files

I would like to be able to read MS Outlook .dbx mail files. Is there an API or OCX that allows this? Also, does the .dbx file have all the mail that was ever recieved in the particular folder or only the ones that currently exist in the folder?

Outlook 98 used .pst files to contain all information - email, address book, appointments etc. I would really like to be able to read this in as well.
