Vb uploading program.

Hello Coders,
I am in need of a person who can evelope a vb6 uploading program for my website. I am trying to create a program that does the same things as 'Rapid-get' from rapidshare.de. This program needs to be well developed, and can take less time if a pro vb6 coder knows what to do. It first needs to be well createdd (design must be professionally and well done. It must have these parts.

-A pat in the very beggining where a user has to log into his/her account.

-when logged in they have these features
+ A main tab where they can view uploaded files
+ A part main tab where they can upload files into there folders on there account or just upload it.
+ If they upload files they must upload them in the 'Upload' tab. This must be drag and drop feature or just 'File' 'Upload new file' then they search for there file and upload it.
+There is a simple tansfer rate and transfer to complete bar.
+ A part that gives credit to the website simply
+ A part where they can view the system information for connecting to the server to make sure it is connected, and also a 'Test' button where if they are not connected, and they press it, it tries to reconnect and then displays the problem simply.
+ Ther must also be a bar or something that says connected in the mainpage or something like that.

This again, is not alot of work because it would take a good vb coder. Here is a quote from my coder who if you are hired will kindly give you all of these server side protocals

For US$100, a good program designer wouldn't even write the spec for that program - the requirements have yet to be thought out. (You're asking for the wrong thing to be written.) I have exactly the program - including the server-side components - that you want on my flash drive (I wrote a system a few years ago), but it would cost you more than US$100 just to discuss it. Program design runs well over US$100/HOUR these days. If you want to pay High School wages, you're going to hire High School students and get High School code.
