How can I add a toolbar to Internet Explorer like Hotbar
does?

suggestions to find answer...
im not exactly sure, but there are ways to easily find this out. In visual basic six and probably even 5 there are linnks to many controls to add to programs.
Just go to Project --> Components --> ... and its all right there. There is something about IE Animated Button, and you couldjust make multiple of those or something. And then at http://www.mvps.org/vbnet they have things about adding stuff to IE, through winapi and the like. Im obviously not in possession of a solution for you, but I am just trying to help you find your answer easier.
