"CLR via C#, Second Edition" Jeffrey Richter;
Is this a good book for a beginner programmer in C# to better understand the framework?

It's a very good book IMHO, but it's not for beginners. It's a good book after you've read the core reference book.
The human brain cannot hold all of the knowledge that exists in this world, but it can hold pointers to that knowledge.

I don't know about previous technologies, but Microsoft seems to have 3 books for each of the latest programming technologies: step by step, core reference, and advanced topics. You can start with "Microsoft Visual C# 2005 Step by Step" if you're new to programming. "Programming Microsoft Visual C# 2005: The Language" will help if you've done programming before but are new to C# and the .NET framework. "CLR via C#" seems to be the the advanced topics book for C#. For topics like ADO.NET, or ASP.NET they have core references and advanced topics books, while the beginning topics are simply covered in the core references for your specific language (VB or C#).

Anything by Jeffrey Richter is going to be good. Some of his stuff may be more advanced, but the information will be good.
CLR via C# is marked as an Advanced Topic book and is definitely full of good topics and content.
