Hello can anyone help me please ?

Sorry maybe my english is not 100% good, but i'll try to explain the problem i have:

My TCP Connection works fine on the day but before it getting to get dark/ night the Packet: Recived stop's and i restart's my PC and the Packet: Recived has only "3" while the Packet: Sent has maybe: 39 581

I have tried to disable firewall, antivirus, i have tried with anything it does not worked, also my IP-address has changed but still it works now on the day but i think tonight again it will happend
Ip right now is: 192.168.0.116 and this Ip i did not hade it before.

If anyone could help me with this problem i would be very happy.
here is a screenshot what i meant that the Packet: Recived is on 3 Highest.
Right now its on 29 617 because it works now, on the day but tonight if it does not work and i try to restart then it show only on 3.
