Problem when inserting a picture in Excel

I have Excel 2002. For seceral years, I have used this for home inventory
records with pictures of many items. My camera dumps photos to "My
Pictures" in windows, and then I import what I want to certain excel
files. About a week ago, this function stopped.

I can click on "insert", and then "picture", and then "from file". My
cursor changes to the shape of an I-beam and nothing happens. If I move
the cursor to the large X in the upper right hand corner, a screen pops up
telling me that the program is not responding.

If I caused this, I don't know how. Anything you have ever heard of? I
don't know if it is pertinent, but at the same time I lost the ability to
"open" a web-site ( in Explorer ) by clicking "File" and then "Open". I
type an address and hit OK and nothing happens. I can open web-sites from
"favorites" or any other screen, just not from file/open.

For several years

Maybe it is time to backup your data, format your hard drive and reload your programs?

You might try a defrag first?

Maybe someone else will have an easier solution, but when I have experienced problems such as you have stated I have found that the only way I could correct them was to do the format/reload procedure.
