Creating a new website, need some input/advice

Hi ,
Im looking to create a new website where users can access sell and buy items. But Im a newbie to this and need some help on doing this. Could someone give me some advice on how to setup a credit card system? Im also looking to add paypal to my website as well. Mainly what I would like to know is should I use mainly php coding to create the pages or could I just use HTML? If PHP then what do I need? (Sorry Im a bit new to PHP as well, and would direct my questions to the PHP forum once I get some ideas) I dont have a server setup yet or anything but would like to start it locally and test my pages on my computer before setting it up as a www. As for like information displayed on my webpage I would like to update it using a database. What would also be a good database to use? (so far Ive been using Access but, if theres better ways to handle this pls advise )
