what are non-standard and standard numerical radices?

Do you know what the words mean? If not, then I suggest a Google - it took me less than 90 seconds to find the answer.
If so, and you are asking what are "standard" and "non-standard", then I doubt you'll find a definition anywhere. Standard in this case, I imagine, is what people use compared to what they don't. Common sense would suggest:
10 is the absolutely basic standard. Computing-wise, there are also 2, 8 and 16, although these may be classified as non-standard in everyday use. Other countries may have other standards. I doubt anybody uses 13.
