given the following information

Transmitter power - either in Watts or dBW
Transmitter Antenna Gain - either as a pure number or in dB
Receiver Antenna Gain - either as a pure number or in dB
Frequency of operation
Bandwidth of operation
Boltzmann’s Constant
Antenna Noise Temperature
Receiver Noise Temperature

how would i go about finding the signal to noise ratio?

or does anyone know of a better forum for this kind of question?

You need the distance too!
You can't tell this.
The receiver has a certain noise level. It must receive a signal greater then that. You calculate the path attenuation. Then you know how much transmitter power was needed.

Try forums for HAM-radio.
