Recently my computer crashed, I used Norton Ghost a while back to create a backup copy of the entire harddrive, what needs to be done in order for the hard drive to be restored to what is on the backup? I ran some backup process from the Norton Ghost cd that I have, it ran for a couple of hours but didn’t help. So I just reinstalled everything from scratch. Whats the proper way of restoring from and image?

You need to use the functionality of Ghost to restore to another drive.

You can install Ghost on the PC and run it (but it will probably not be able to write to the Windows drive, or the drive it is on), or you can use one of the programs that comes with it (which are copied to CD if you backup to a CD).

I tried using the functionality of Ghost but for some reason it didnt work correctly. My computer got so messed up that I wasnt able to even get windows up and running so there was no way to restore it from windows.

Depending on which version you have, you may be able to boot from the Ghost CD and restore from there.
