Reset the menu bar to solve this issue. Go to Tools -> Customize and select the Toolbars tab and Select Menu Bar and Click Reset Button.
I think this will solve your problem.

There is a hidden SendTo folder in your Documents and Settings folder for your username. Do you get it in any other apps?
There should be a MapiMail shortcut in there for mail recipients.
Have you tried to customize the menu? You can select items that way. Maybe something turned off SendTo

Are you talking about the File Menu of Outlook or the context menu of Windows when you right click on a file?
