Event scroll bar in text componet

In a Text Control (txtName) with multiLine = True and
ScrollBars = 3
The event txtName_OnScroll Exist?
When user scroll the scrollbars in control txtName.

And

How I can put numbers on Lines??
Because I need make an powerfull 'notepad' like.

There does not appear to be a scroll event with a standard textbox
