hi,
I have a program that skinned in windows xp but in win98 or 2000 nothing happen. Is their a patch or other way in order to skinned in win98 and 2000.
pls help me.

there are programs like windowsBlinds that skin older versions of windows, but I it's different from the XP visual styles and I don't think there's a way to get the same sorta styles on other versions of windows

that's more like skinning your app rather than using visual styles. It'd be inefficient too, as jmcilhinney has mentioned a few times before.
The other one I mentioned (windowblinds) is an app that skins windows. So the end-user must have it. It wouldnt be shipped with your app so I don't think you need to look into it.
Maybe someone else would write more about this, but I personally think you shouldnt' do anything to your app. Older versions of windows don't support visual styles so it's normal for the users to expect an application without visual styles. Adding a custom skin to your app might just make it more unstable/slower
